Francis is the former Mayor of the City of Miami, serving from 2018 to 2025. He was dedicated to elevating the quality of life for Miami residents by focusing on transportation and connectivity infrastructure within the city and beyond, nurturing the growth of a tech-based economy that drove job creation and strengthened international ties with Latin America. He was instrumental in attracting top companies and executives to relocate to Miami, cultivating a pro-business, growth-oriented environment.
Francis was elected to serve as President of the U.S.Conference of Mayors for the 2022–2023 term. He also served as Second Vice President of the U.S. Conference of Mayors. He was vice chair of the Miami-Dade Transportation Planning Organization and Immediate Past President of the Miami-Dade County League of Cities, among other leadership roles. He previously served as Commissioner for the City of Miami, District 4, where he advanced initiatives to improve public safety, economic development, and neighborhood revitalization in his hometown. His civic record reflects broad and sustained impact.
Francis was recognized by Fortune Magazine on its “World’s 50 Greatest Leaders 2021” list, ranking #20. In 2019, he was named to the TIME 100 Next list by TIME Magazine as a “Leader,” and in 2017 he was recognized as Elected Official of the Year by the Latin Builders Association. Francis’s experience includes serving as Of Counsel at Quinn Emanuel, a leading global dispute resolution firm. He has also served as an advisor to a number of innovative companies both in the U.S. and abroad.
